Time-quadrillions of years after the destruction of the Cardinal world
It has been quadrillions of years since the last time Rimuru Tempest, the god of all that exists and not, has so much as twitched. He has not even mumbled, he simply floats around in the endless expanse that is the void.
However for the first time he moves. Although it is only faint his eyes slowly open to reveal beautiful golden eyes that peer through the darkness of the void. Eyes that could be mistaken as entire multiverses.
"Ciel?" he asks to the only other being that exists
"Yes master" she replies
"Is there a way to create a new universe?" He questions as he unfolds from his fetal position into standing on nothingness
"Of course master, but the last few worlds have all been destroyed due to wars within the first million years of civilization" she confirms
"We will create a being to preserve the peace if the world, it will have 10 tails and will have the form of a rabbit" Rimuru says and ciel works with no more questions asked and within 3 seconds a large blinding white light appears spreading a gas like substance across the void. This however is nothing new as this is how he creates universes
Time-3 million years after life starts to sprout
These 3 million years have been quite slow, life had more trouble spawning due to the 10 railed beast roaming, Rimuru forced it into a sleep of which it had formed into a tree which occasionally dropped a peice of fruit. 1 day a human eat this fruit a gained power beyond human comprehension. However after a few years the 10 tailed beast awoke and attempted to kill this humans children, 1 of them however managed to seal the 10 tailed beast inside of himself and split the chakra into 9 different beasts, all of whom gained tails corresponding to their strength with 1 tailed being weakest and 9 tailed being strongest.
A fee years later and the tailed beast all roamed the earth however they were quickly hunted down by the humans in greed for their power, all of whom got captured. The 9 tailed beast was sealed inside of an uzumaki called Mito who was the wife of Hashirama Senju the one known as the god of shinobi
Rimuru noticed how all the tailed beasts had hated the humans even before they were captured and a few even created wars, 1 of which included shukaku the 1 tailed beast who had a particular hate for humans
"Ciel?" Rimuru asks
"Yes master" she replies
"Why do they create war?" Asked Rimuru once again
"I do not know master.. my apologise" ciel said regretfully at not being able to awnser her masters question
"Is there a way to find out?" He asked
"There may be however master may not like it" ciel replied
"What is it?" He questioned
"Master would have to help create a war, to understand why they enjoy war, master must create a war just as they did" ciel regretfully told him
"Hmm.. I wouldn't like to create a war myself, would simply be apart of a war on the side that initiates it be good enough?" Rimuru pondered
"It would create a similar effect, would master like me to send you to a time with a war about to be initiated" asked Ciel as Rimuru confirmed and initiated the reincarnation process
Time-before nine tails attack
In a woman's hands was a young newborn boy. his name was, Rimuru Tempest. he was once a god who gained everything at the cost of everything, after eons of being alone he eventually forgot everyone and decided to create a new world. This was the boy who would one day become feared as the god of war
However at this very moment he was a simple little boy being coddled by his mother and 2 of her friends showing her their children 1 was named uchiha sasuke and the other still in their mother's womb was uzumaki naruto
The 3 were from famous families
Uchiha sasuke's mother was from the famed uchiha clan who posses the sharingan eye which has effects ranged from burning someone for eternity until they die to creating a susano which is a 30-150ft tall armoured man with a weapon of some kind
Uzumaki naruto's mother is famed for being the fourth hokages wife and is the jinchuriki of the nine tailed beast
And finally Rimuru Tempest's mother who is known to be able to rival even the hokages when it comes to battle prowess however due to an injury on a mission years ago she is limited to jounin level
All 3 were friends and often hung out together to chat and hoped that their children would do the same one day.
They all headed home to bed however their sleep would be short lived as out of nowhere the nine tails had appeared and destroyed a quarter of the village which was more of a city by the size of it, it shot another large fire looking ball and destroyed a large chunk of the village, however the fourth hokage namikaze minato appeared to battle to beast and in the end sacrificed his life to seal the nine tails inside of his newborn son, during the fight Rimuru Tempests mother had ran out to help with the evacuation however ended up dead in the collateral damage of the battle.
Rimuru Tempest not even 3 months old had lost his mother and father. Uchiha Sasuke's mother wanted to take him in but feared that the rest of the uchiha clan would despise him for being an outside to their clan and saw it better to give him to an orphanage which later on shut down due to lack of funds leaving him alone with no one around to care for him.
(Author note: Rimuru will be limiting his strength due to wanted to experience this world first hand but will be plenty strong enough enough to rival itachi at full strength, more information will be given at a later point)
Years past and Rimuru lived alone with people throwing him out shops for being too poor or stealing something, and finally Rimuru was now 7 years old and decided to leave the village to train. And so he did, he left the village into the large forest surrounding it, he ran and ran until he found himself a cliffside, he decided that this would be the best spot for his new home, he first created a small shelter for himself using surrounding trees, branches and leaves adding a bit of clay to make it sturdier. At the bottom of the cliff is another forest and a little while away is a river, he creates a few tools and creates a small stream to the bottom of the cliff which then creates a bucket using weeds and grass and makes a pully system similar to that if a Wells to bring water up to his hut on the top looking down.
Now that he had the necessary things for survival sorted he needed to train, which he did, he would jump off the cliff instead of climbing down, when he left the village he stole some kunai which now saved his life as he stabbed them into the cliff side slowing him down. He wasn't satisfied yet though and as he neared the bottom he sent chakara to his feet and jumped high into the tall trees ahead of him, with no cliff to slow himself down this time he was about to slam into the trees yet he managed to dodge the branches and land semi softly on the ground next to the stream he created which had expanded as water corroded the sides widening it. He then came up with an idea. He decided to use chakara to create a snorkel attached to his mouth and nose and put his head under water which he used to hunt for fish, if he went Lower he would extend the snorkel by putting chakara on the top and if going up he would take some off the top
He spent 4 hours underwater and caught 30 fish which he put in a separate bucket he made using the same technique as before and brought them up to the top of the cliff, he made some clay pots which weren't ment to be moved which he filled up with water and algae and put the fish in there for breeding.
(BTW sorry if this is turning into life simulator but I kinda like it so here we are)
The next few months were the same, train his reflexes and observation, due to each time he does it the cliff loses support little by little each route he takes has its differences, 1 time it might be smooth but due to a bit falling off the next time there might be a platou area he would have to dodge which makes it harder each time.
After he had perfected it he moved onto the 2nd stage of his training, his concentration, he moved to the bottom of the river with a snorkel where he spent 8 days underwater before giving into hunger, he spent all 8 days without blinking looking at a single rock, he did this 6 more times before he was satisfied his best was with 11 days underwater.
He decided that he had trained hard enough for the past 9 months and decided to take a 1 week off, he spent this week upgrading his house, expanding his fish "tank" into an actual fish tank and putting more into it, at the end he ended up with a total space at 10 Square metres with his house being 2 stories with a balcony on the top.
He still had 2 days left to do whatever he wanted, what he really wanted was his own unique eye, he wanted a special power up that no one else could obtain, his alone. However he decided against asking ciel to make one and decided to make one himself, he decided to name the eye "eriibbun teereddo ii" which translates to English as: "eleven tailed eye"
(Author note: heh sorry about this quick pop in but you can probably guess what I am planning on making Rimuru become, btw this eye design and the effects took me 30 minutes so you can hate on it as much as you want)
The effects are ranged depending on how many red dots there are in the pupil
1: 1 red dot means that they have the ability to copy and and all jutsu however it is limited, you can only copy another jutsu if the weilder allows you to copy it.
2: 2 red dots allow you to copy any and all jutsu with no constraints, you simply have to know it exists and you can copy it.
3: 3 red dots mean that you have the ability to temporarily borrow the power of a tailed beast for 3 minutes at the cost of half the users chakara capacity
4: 4 dots allows you to do the previous ability but without the cost of chakara however you can only use it once a month
5: 5 dots give you near infinite chakara
Rimuru got the 4 dotted eye, however this is only 1 of his eyes and still has enough room for another but that will be for another time, for now he needs to train his body to be able to handle the effects of a tailed beast And copy others jutsu, as such he follows shinobi on their missions and copies hundreds of jutsu and ends up with enough that he could establish his own kingdom with him being the sole member of the military, however that will not be the case, although most wars require a purpose, he doesn't need a purpose.

Now that he had copied hundreds of jutsu his body was still not strong enough to perform the majority of them, as such he pushes his body further than before, instead of stopping himself from hitting the cliffside and the base of the cliffside, he let himself fall, taking as much physical damage as possible, in the end he broke 9 bones, bit his tongue and fractured his leg, with a medical jutsu he fixed 6 out of the 9 broken bones his fractured leg and his tongue but the effects was still there. He decided to do this 3 more times over the next 2 weeks before realising that he's going too deep too fast, his body couldn't keep up with how fast he was pushing it.
Instead he went slower, he would cut a vital part ever so slightly so that it wasn't vital if that makes sense, his body quickly adapted to this and he slowly worked his way up. In between hurting himself he did physical workouts as well, he would 600 pushups 600 situps 100mile run and would lift a 20ton tree with a single hand every day until he was finally satisfied and decided to try out the 3rd ability of his eye, the ability to gain the ability of any tailed beast for 3 minutes.
He performed a complicated seal with 24 different seals involved, once he completed it his chakara levels sky rocketed, his knowledge expanded to above that of a humans and most importantly he saw all the jutsu that the tailed beast ever used and instantly activated the 2nd special ability to copy half of them however could only copy half as the 3 minutes ran out, he found out that the tailed beast he copied was the 2 tailed beast
After he copied some of them he activated a jutsu which allowed him to shoot a large fire ball that blew up a 40 square metre radius, this surprised Rimuru as he didn't put that much chakara into it, only about 8% which is half that required to copy the jutsu
He then experimented with many other and turned a large part of the forest into a wasteland spanning roughly 60metres. Rimuru saw this and realised that the anbu corps would most likely come and investigate the cause, he quickly used a concealment jutsu on his house and surrounding buildings he made and hid inside of it hoping they wouldn't notice. He spent 10 days inside his concealment jutsu and saw the anbu corps investigate with puzzled looks, he kidnapped one of them to copy the speed jutsu that they used to arrive here earlier than the others. He can now move at over 210mph/337kph if he enhances his physical abilities even more with chakara
He decided that now is enough hiding in the forest and so he decided to kill all the anbu there and left to a smaller village as he wasn't confident he could take on the hidden leaf village, he made his way over to a small village roughly 30 miles away and slaughtered everyone there, he found no enjoyment however he thought it might be because there was no resistance and so he went to a larger village and slaughtered them all, no resistance. He decided to leave it for the day and went to sleep using skin from dead humans as a blanket and a torso as a pillow
(Author note: should I put this as a mature rating as the kind of stuff that was done In this last part is going to become.. let's just say common, also i forgot to mention that Years have past and now he is 15)
Once he awoke he made a move over towards a new much larger village, it was hidden in the sand and so it was quite trouble some to get over to, he ran into 2 rather peculiar people, both wore black raincoats with a red cloud on it, 1 had yellow hair covering 1 eye and another had a hood covering their face so Rimuru couldn't see
He walked over to them only to be met with a scorpion like tail, he quickly moved to the side dodging the attack which made the hooded guy look over and the yellow hair followed
"You managed to dodge, impressive I suppose you're an anbu captain of sorts then" said the hooded man
"Anbu captain? I have killed a few I think but I myself am not one" replied Rimuru calmly
"Killed a few? Now that's a surprise, so you're a rogue ninja then?" The man asked
"I was never a ninja in the first place, I have killed them since I was 7 years old so why would I ever join them?" Rimuru said which shocked the 2 as not even the strongest could kill ninja since they were 7 and not be in prison or maybe even executed
"Sasori my guy, what should we do about him? He seems useful and we could get him to join us" said the yellow haired guy
"You go on ahead, we don't want to keep him waiting" said the hooded dude who is now known as sasori to the yellow haired guy
"Alright, make sure you do you're part though sasori my guy" they said as he created a white bird from clay and used a jutsu to enlarge it and flew on its back
"You there, what is your name" said sasori as he pointed at
"Rimuru, Rimuru Tempest" he replied
"I have an offer Rimuru Tempest" sasori said as he signalled Rimuru to come over
"I'm all ears" Rimuru said giving sasori the signal to carry on
