Regulus does an illegal blood adoption on Harry, that's legal in America, which adds Regulus as one of Harry's bio parents. Lily is still his mother though and very involved in his life.
Teddy Is Harry's cousin, Sirius is his bio father, Remus was terrified of Teddy being a werewolf so like any other good husband Sirius volunteered in his place, they used a surrogate, NOT TONKS, whom they still keep in touch with.
