Naruto sighed. "We have good shinobi among Jounin like you, but one can't deny that the ANBU are ideal. However, masks aren't allowed. I don't want to jeopardize their hidden identities and their safety."
Kakashi hummed thoughtfully. "That is a problem. For you anyway." Naruto raised a brow. "You say that the ANBU should be sent since the strongest Jounin are well-known and are not exactly in the good books of the other villages. Then again, you are afraid that the ANBU who attend unmasked would get on the bad side of the other Kage, ultimately endangering them."
Naruto nodded hesitating, realizing how ridiculous it sounded. Kakashi continued, "Now I know that the ANBU form a separate family of their own and you care for your family." Naruto's suspicions were confirmed, but it didn't stop her from freezing on the inside. Kakashi knew she was in ANBU. What else did this Jounin know?
He continued lazily as if he didn't blow up a secret. "You of all people know the occupational hazards of an ANBU, you are one yourself. Don't worry, they are more than capable. You can recommend your choices to the Commander or his Assistant, and Tsunade-sama." He sighed wistfully. "You have always been her favourite for some reason."
Naruto understood that she was being naive and she could send strong shinobi from ANBU. They would later on be hidden by their masks, after all. She herself might go in disguise. Kakashi's 'too cool for you' attitude can push the Tsuchikage to the edge and Mei would flirt with him. He was a good shinobi alright, but this was a meet for diplomats. The strength of a shinobi is only being noted for the safety of the Kage and to prove that the village they represent is strong.
Naruto was amused at the sigh Kakashi gave and cooed, "Aww, is Ni-san jealous of this poor blonde kid?" Kakashi glared at her with one eye. She chuckled. Speaking of which, "You know, I could try fix the hidden eye of yours." She offered. Kakashi raised his visible eyebrow. "How?"
She explained, "Well, the Uchiha activate the Sharingan by sending excess chakra to the eyes, and deactivate it by removing the same. You can't do that since the Sharingan isn't yours and you don't have the Uchiha blood to support it. I will place a seal on your eye that would enable you to activate and deactivate the eye like the other Uchiha. You can preserve the chakra that is being wasted unnecessarily as the Sharingan is active. Kakashi nodded happy and relieved.
Naruto put on a seal on the eye as she said and it took hardly five minutes, surprising Kakashi. "You are very good at this. Sealing." He commented. She smiled and shook her head. "Not so much. Ero-Sennin is much better." She lied. "Now try deactivating and activating your left eye." He tried and it went almost smoothly. It was slightly disorienting at first, since it was out of habit of what the brain saw through eyes and what his chakra network had been accustomed to for two decades. It went as smooth as the flow of a river in the second time.
Naruto grinned. "Now that that's done and I have somewhere else to be, I will be leaving now. Thank you for your hospitality, Kaka-Nisan." She bowed and began walking out. She stopped at the door and turned back. "How did you know that I was in ANBU?" She asked and he grinned.
"A drunk night, last night to be precise. Raidou was celebrating Genma's engagement with Izumi." Despite grinning, he couldn't help but answer at the eerily cold voice and smile of the question, that was vaguely familiar. "What else did he tell you?" She asked again. "He just let a slip that you were in ANBU, then ranted about how the Commander and his Assistant would torture and kill him for breaking their rule and trust. He seemed to feel more awful than scared and ran away."
Naruto smiled sweetly, too sweet and cold, he thought. "You should know that it's a secret for a reason, even if the reason is unknown. So be warned. I know of your nasty habit of slipping secrets and hinting at innuendos. I suggest you keep your mouth shut about this. Even at the graves and stones you attend. Raidou will be pranked." She threatened. Kakashi gulped and nodded.
The ANBU would hear the next day that Raidou or ANBU Owl would be taking a leave of minimum two days. Being covered from head to toe in rainbow colours would be the least of his worries. His limbs would be exhausted from excessive training. Being the kind Assistant Commander, she didn't injure him because 'What if Konoha is under a sudden attack ' among other reasons. However, She would have a talk with Itachi. Raidou was, after all, a member of his usual team.

It was decided that Naruto would attend in disguise along with Jaguar or Daisuke. Arata, their third teammate had refused for many reasons, one being nervousness and anxiety. His two teammates laughed at his expense. Kazuhiko's team had been the best team in ANBU and even among the other shinobi, before the captain had been promoted. Even then, the trio were excellent. Too bad only two were allowed to tag with the Hokage.
The Uchihas would have been chosen if not for their stoic faces (cough) Itachi (cough). Shisui and Itachi were also known for their expertise in the Sharingan. Shisui had a rare ability of his Mangekyou Sharingan- Koto Amatsukami, a technique that would allow him to manipulate the mind of the victim and the victim wouldn't even realise it. He would obviously not be a good choice.
Konoha would need to show that they are strong, but should not be too intimidating. Hence most people from clan origins were ruled out. Naruto wanted to attend but her presence can bias the decisions. Hence the disguise. Appropriate replies were sent to the villages by the fastest birds.

The next day, the trio of Akira, Tsunade and Daisuke headed off to the Land of Iron. The journey was would take a minimum of a day and a half if travelled at top speeds. With their pace, they reached in two days and a half. It was night when the Gokage (Five Kage) Summit commenced. The five Kage had taken a seat at the round table that was headed by Mifune. Each leader had two attendants behind them.
"I am Mifune, the coordinator of the summit of the leaders of the five great villages, Konoha, Suna, Iwa, Kumo and Kiri, who have gathered here at the request of the Hokage of Konoha. Let the discussion begin!" Mifune declared.
Tsunade started, "The Akatsuki has become a problem. Though some of its prominent members have been eliminated, there are greater threats."
Ohnoki interrupted her. "However, Slug Princess, I have heard that the leader himself had attacked your village and nearly destroyed it, before being killed by a supposed hero."
Tsunade was irked at the old man's attitude. "Yes, it was believed that he was the leader, until the true leader showed up recently and attacked Konoha's Jinchuriki. He declared that he had been pulling strings from behind all along."
Gaara asked, "Has the Jinchuriki been taken?"
"No, he is safe. But the leader escaped."
Ay said, "Your shinobi has taken care of the puppet leader. Why do you deem the true leader a threat worth calling the help of the five elemental nations?"
Tsunade's face turned solemn. "Because he claims the involvement of Uchiha Madara." The others froze at that, their expressions a mix of horror and disbelief. Ohnoki looked grave. He had faced the legendary Uchiha who had scared him so much that he had changed for the worse for a long time.
Mei spoke up, "But that's impossible. Uchiha Madara has been dead for a long time."
Ohnoki steeled himself. "This is Uchiha Madara we are talking about. The legendary warrior of the warring era with almost ungodly power, only second to Senju Hashirama who had died only because of a disease. Madara must be immortal."
Naruto/Akira frowned slightly at the depressing mood, but stood silent. Ay spoke up. "But how can that be possible? The man was declared dead for around 70 years."
"Are you sure about that?" A voice asked from the entrance of the hall. The six leaders and the 12 shinobi turned to see the Orange-Masked Akatsuki member.
'How did he pass through the security?' Was everyone's thoughts. But Akira realised. 'Transportation through Kamui of the Mangekyo. Obito, that show off! Old habits die hard.' She thought.
The seated leaders now stood up, facing the enemy who now stood where Mifune once sat, their shinobi stepping before them to form a defensive barrier.
"Who are you?" Ay asked. "Uchiha Madara." Obito replied as he thought, 'That fool Naruto might not have shared his predictions. Of course I didn't confirm them, but still.'
"You are supposed to be six feet underground." Mei accused. "Ah yes, I am supposed to be. But here I am." Obito replied with disinterest.
Mifune raised his hand to call the other samurai standing outside, but was interrupted by Obito. "I've not come here to fight. Not yet. I've come to put a proposition. But before I do so, I have something I want to explain you all. Once you comprehend it, I will put forward my offer."
"What is it?" Ay growled. "It's about my plan- Project Tsuki no Me (Eye of the Moon)." Obito replied before he narrowly dodged Ay's punch that landed on the wall behind, causing it to break and fall into pieces. "Nothing planned by the Akatsuki is going to be good. Who knows what catastrophe you might bring." Ay said.
'Not the Akatsuki, but nothing planned by this puppeteer of an Uchiha is going to be good.' Akira wanted to correct him.
"If you want answers, you would do good to listen to me. My next steps will depend on your answers. Listen and choose carefully." Obito replied. Ohnoki intervened, "Calm down, Raikage. Let's hear him out."
Obito jumped to a platform away from his audience. "Now then, are you ready to listen?" Gaara interrupted. "What do you want with the Gokage exactly? Why come all the way to the summit?" Obito tilted his head. "Hmm? I was intending on weakening the Gokage using Shiro Zetsu (White Zetsu) and take them as hostage." His eye(s) narrowed (though not visible to the others), as he scanned through the audience.
Akira wanted to smirk badly, but refrained when Daisuke tugged her, knowing exactly what was running through her mind. The two of them had killed a small battalion of White Zetsu before entering the meting. Kurama had oh-so-kindly pointed out their presences by telling her to enter the Biju mode for a moment.
Obito continued, "It seems that is not possible." Mei asked, "Hostage? What for?" "To smoothly implement the aforementioned Project Tsuki no Me." He replied. Ohnoki expressed his doubts, "It's quite shocking to learn that the Uchiha Madara is still alive. But why would a man of your calibre resort to such a roundabout method?" Akira repressed another smirk.
Obito shrugged. "I am not the same shinobi I used to be. The battle with Hashirama had weakened me greatly. I am merely a shell of my former self." Cee, who had attended as Ay's bodyguard along with Darui, asked, "Is this a plan to restore yourself?" Obito gave a non- committal shrug. "You could say that. But that's not all."
'For Kami's sake, stop stalling!' Akira wanted to yell, but Mifune did the job, albeit more politely and peacefully. "What is this scheme of yours?" Obito replied, "Let me sit down. I want to take my time talking to you."
