Billie has always been different, from the moment she was born she was labeled a threat all because of her blue hair.
Billie was born into a family of magical and powerful people, who lead more magical and powerful people. And what all these people had in common was their silver hair. You may say this is some repunzel type shit, but their hair contains magic. The shade of silver determines how powerful you are. For example, light silver is more weaker powers. So everyone started out like this as a baby, but some hair may get darker, some may stay the same through out their life.
Billie however, was different. Her blue hair was the highest most powerful color on the spectrum. And for her to just start out as that as a baby was dangerous. Everyone feared her, and not just because of her powers, they also feared the day she turned eighteen.
