I actually like weheartit kaso, inuninstall ko na s'ya. You can download it kasi marami ka ring makikita. Maganda rin 'to for tumblr-style photos and stocks.

For filters. Maganda itong app kung gusto n'yong mala-PSD ang effect ng B.C. n'yo. Though, mahirap maghanap. You can also find QR codes sa google na filters.
