He was based off of the Mario Kart Creepypasta called Mario Kart: Black and it's one of my favorites! He's a Corrupted Mario made of oil and bitter hatered.
He hates Kart and wants him dead and will stop at nothing to complete his goal much like Kart.

Desolate Racing City is Beta's home. It's Racing City but with a very dark atmosphere and in complete ruins. No one is in sight...
It supposedly looks like Racing City when it fell during Glitch Mario's attack on the Original Mario Universe...
