There are those with powers who have control and those without any control. Some who rely on their powers, and some who will abuse them. The ones with these abilities are called Akibas. Each of whom have a energy within them called Ki' that requires recharge if overuse occurs. These ability users are what is being called the start of the Akiba Generation, those born from a slate.
Appearing only about three years ago in the Red Light district of Akibagahara/Akihabara[check your facts, this is a real place in Japan I'm using ], the Akiba Generation was born out of a massive slate that fall from the sky. The slate caused many reactions and turned normal people into Akibas, awakening their powers that were born from the slate. The slate was seized by the military for research, and then takened by the government to safeguard the slate within a building so that it wouldn't end up in the wrong hands.
The Akiba Generation remained a secret until it became to overwhelming to handle the massive boom of ability users. The massive boom of ability users was created not only from the slate in which gave powers at random but by Akibas Gen. children. There are some born by the slate and those who gained their abilities from the slate at later age. While the government made sure that the slate stayed in place and was in correct order, it also allowed one man to form a agency to train akibas called The Electric Port's Armed Dogs [EPAD]. The agency kept all kinds of akiba users and trained them to keep their abilities under control but the government kept no promises of what they would do if they saw someone as a threat.
However, the agency did not like the government's judgement and branched away from the them, becoming a solo entity of their own. And created a system called EPAD tag system for its members. There are 13 main tagged members that are changed each year by a Ki' exam that involves over 100 Akiba occupants. Most times only 13 only survive the exam each year. And of the 13 members form the EPAD along with the director and his assistant. The 13 members handle, solve, and take any cases no matter the risk involved. By all means they are the city's watch dogs that watch over the city for any acts [often not taken by police] by other Akibas, or even normal human beings. At times they do rescue missions.
THE EPAD is not a government group, they work solo, and when rescue missions arise and end, the director of the agency signs a report to the government that they take responsibility of the uncontrolled akiba and that they will train them under the condition that the government can no longer put their hands on them as they belong to the EPAD even if they decide to join/stay with the EPAD or not, they still are listed as a member but are not required to work with the EPAD.
The ones whos abilities are out of control are often found in the infamous Japanese mafia/yakuza or in the hands of the government in confinement until they are rescued.
akibas or aka ability users can also have many other abilities layering under a main one. thy are called multi-akiba users, which is what Yuuji is but not like an overpower/godmod thing. the point is that it has to be something similar to their main ability and at times can do harm to its user more than good.
There are also "dog tags" assigned to each EPAD member. A lower tag number represents a higher ranking in the system and the ones who most people will find difficult to challenge and their danger level/ranking. It also serves as good reputation and comes with gadgets and extra support by the director. High tag numbers mean zero to nothing as it just serves a way to be a part of the agency and a sense of belonging. The Director cares deeply for EVERYONE. and i mean everyone. He wants everyone to feel like the agency is a family, someone they can trust, and come home to.
