To clear things up, Mockingjay never occurred. This book takes place between Catching Fire and Mockingjay. Peeta and Johanna are never captured by the capital. Annie does not play a role in this book, her and Finnick are not together either.
The allied tributes are saved from the quarter quell and brought to District 13. Katniss' family has not been broughten yet and District 12 is still intact.
This book is the next Hunger Games. There will be POV changes throughout the book so pay attention at the beginning of each chapter to see whose POV that chapter is in.
