The only problem now is that there are untrained supers everywhere. Untrained supers that now legally can go "save people" with powers that they most likely do not understand. It's not like before, when powers were not hidden and could be easily controlled. The government has opened yet another Pandora's box. In order to aid in this new issue, they opened an academy. A super academy. Only the best of the best get in, and only the best 5% of the best end up graduating. It's hidden from the public under the false title of a religious school. The only way you know about the academy is if you are in it.
Five years after the creation of the academy, the streets slowly became safer from criminals, but a new type of lawbreaker was on foot. Some people thought that since supers were now legal, they could use their powers in public without the right certification. This opened up a new issue. In order to be allowed to use your powers, you had to spend eight years at the academy for supers.
The Government called this program Project Incredible.
