For the story ive changed a few things to fit it into the plot. For example, ive made it so that district 0 is created around the same time as the other district. But, sometime before Katniss's era it became like how we see district 13.
The location of District 0 is where Alaska now is. Even though it is fairly far from the Capitol, tributes are nevertheless sent. In District Zero, it frequently freezes, and snowfall is frequent. Although most civilian homes have fires, they must dress quite warmly when they are outside. There is snow all across the District. The majority of the structures there are either enormous steel laboratories or log houses. Similar to hunting, fishing is popular because that people can feed themselves, but peacekeepers usually prohibit it. It is not a career district because kids don't often participate in training because the area is so chilly.
