When Coriolanus Snow first laid eyes on her, he knew. He knew she wasn't going to survive. She was fragile and tiny. The only way she would survive was if he helped her. And he did. He helped her survive the Hunger Games.
There's another reason why he wanted her to live so badly. He found himself in love with her. He tried so hard not to, but completely failed.
When Daisy first laid eyes on her mentor, she was immediately attached. It was because of how sweet and gentle he was to her when they first met. And he continued to be gentle with her.
And as time passes, she falls for him.
