He follows Barnes all the way to HYDRA Headquarters, and then pauses as he watches him from a rooftop.
Barnes is wearing a HYDRA uniform.
The Winter Soldier is called down to receive an alteration to his assignment.
He meets Pierce in his office.
"Your assignment has changed. Barnes could still be of use to us. Tail him, and if he shows any signs of betrayal, revert back to the original assignment."
Understood.
The soldier nods.
