In my opinion the game with the best game play would be Fable 3.
In Fable 3 you try to throw your older brother Logan out of power as king, because he doesn't treat his people fairly or with any respect. Basically you want to be in power to give the peasants the King/Queen they deserve.
Along the way on your adventures, you have the options to turn good or evil by the actions you choose. These actions affect how your people will act towards you. Obviously if your bad they'll fear you, but if they like you villagers will give you presents.
Just remember one thing, The fate of Albion lies in your hands. So choose carefully.
