I just wanted to make this collage of all the ninja at their True Potential.
Yes his Golden Form is Lloyd's True Potential.

Here's a thought, since Lloyd's element is Energy (the element of the Green Ninja), does that mean that every master of Energy becomes the Golden Master?
The prophecy states that a ninja will rise above the rest to become the Green Ninja (and obviously the master of Energy). It wasn't very specific, but that prophecy did make each ninja a master of one of the five main elements (Fire, Ice, Earth, Lighting, and the apparent Energy).
Knowing Lloyd, he didn't "master" his element for some time (even after he got that dramatic aging). He obviously only mastered it when he became the Golden Master. And you know what happens when a ninja masters their element: they reach their True Potential. This seemingly makes Energy's True Potential...Gold.
After Lloyd dies (just as after the First Spinjitzu Master died) there will come another master of Energy. If Lloyd has taught us anything, he or she may not be a ninja at first, or even have the element of Energy for a long time, but they will become the next Golden Master
