Now that we've discovered the inside, it's time to create the outside. There are two ways to go about doing that.
Option 1: Do it the old-fashioned way
In other words, use your imagination 100%.
Here are some things to consider if you do it the old fashioned way:
Height
Body shape
Face shape
Skin tone
Eye color
Hair color
Facial features
Option 2: Find a person that fits your character.
I use Pinterest to "find" my characters. Usually, I have a general idea of what he/she looks like, but I have trouble imagining every detail and combining them to make a whole. So I go to Pinterest and scroll through to find people that match my general idea. Eventually, I'll see one that strikes my fancy, and I have my character. I created an account under "Character Database" and I've pinned over 600 characters. It's open to all, so feel free to take a look.
