Section 1

The ratification of the conventions of 3/4 of the primary divisions shall be sufficient for the establishment of this constitution among the District, states, and territories and all expatriates. It shall take effect at noon one month from the date of ratification. There shall be no deadline for the ratification process, and no primary division shall rescind its ratification vote.

Section 2

This constitution has been approved for ratification in convention by the unanimous consent of the District, states, and territories present on [day, month, date, year,] in [city, primary division,] at [venue], in witness whereof we have subscribed our names:
