Section 1

The Union proper shall consist of the District of Columbia and the states, and they shall be entitled to all full privileges and immunities among one another.

The primary political divisions of the Union shall be the District, the member states of the Union, and the territories in association with the Union. The secondary political divisions of the Union shall be counties and independent cities, but these shall exist only in the states and the territories.

Any state that enters this Union during the ratification or after the adoption of this constitution shall be ordered after the last state that joined. The order of precedence of the Union shall be as follows:

1. the District of Columbia

2. the states in order of their admission

3. the territories in order of their acquisition or creation

The current order of precedence is as follows:
