You stop ageing at 18, until you meet your soulmate, but for Holly, she is 18 but even when she meets her soulmate she will continue to remain the same age, as Ahkmenrah is technically dead.
Obviously, I have made it so you can have more than one soulmate, your soul mark will also change, like when Holly was born Ahkmenrahs soul mark changed from Hadeya's to Holly's.
