    Coin brought all the remaining Victors together to vote on a final Hunger Games, when we voted I said that Snow's daughter had to be Reaped and that I got to mentor her, Coin said yes.:

  All of us voted yes, but it is clear Peeta, Annie, and Finnick wanted to vote no, but since no one else was they decided not to.
