Even though France is the country of love, he is terrified to love anyone. He's always had flings with various countries and humans, but has only really loved one person: Joan. After she was killed, he never wanted to love someone like that again. He realized that loving humans was a bad idea because he would have to watch them all die eventually. He's afraid of watching the countries he love die too, because he knows it can happen. He knows firsthand what happened with Holy Rome, and he never wants to go through what Italy went through. He also never wants to be the reason someone hurts like that. But his biggest fear with loving another country is if they don't love him back. He would have to go on for the rest of his existence with the pain of rejection and not being able to do anything about it.
