The saddest anime scene I have ever seen would have to be the Revolutionary War in Hetalia.

For those of you who haven't watched Hetalia, it is an anime where the countries are personified. The Revolution was so sad because America and England were considered brothers when America was England's little colony and by claiming his independance from England America was leaving him and they were no longer brothers. England was so heartbroken. :(
