The controlling powers are locked in their subterranean palaces Where water is the most valuable currency, and Every drop lost is considered a crime No mercy is shown to those guilty of waste, they are out of time This is the awful irony of a world built on waste Yet the wealthy few still have a tight grip on the power, and judge in haste - Sentencing the dwindling races of pawns, to fight over crumbs, they are Effectively, the subjects of warlords who control what remains of humanity by chopping off thumbs Vast arrays of deadly weapons are at their disposal, and Every dome has an unelected despot in charge of the castle, but None report to a judicial head of state, taking the law into their own hands
