Step 1: Open PicsArt
Step 2: Open a black image
Step 3: Go to 'draw'
Step 4: Use the paintbrush tool - set the size and opacity to the largest possible, and the color to the color you want on the picture.
Step 5: Draw white stripes on the picture, they can be uneven it's fine, that'll be fixed later anyways.
Step 6: Press the tick mark
Step 7: Click on the 'fx' icon
Step 8: Select blur, and turn it all the way up.
Step 9: Save it. You should end with something like this:
Or, if you used another color, something like this:
Step 10: Open any other picture.
Step 11: Click on 'add photo' and add the texture you just made.
Step 12: Go to 'blend' and turn the mode to screen.
Step 13: Turn the opacity down until you get a shimmery tinge to the picture.
