Izuku never became a hero. All Might saved Bakugou. After the events of Overhaul Eri rewound All Might before his injury. Izuku is also responsible for All for One and Shigaraki for being in prison after sniping them with a quirk deleter.
After the final battle Izuku led a small group of officers to give them rights to deal with villians using quirks like any other villian. And with events that just happened and society relizing they relied to much on heroes they agreed.
