          4. United States of America (under presidency of Theodore Roosevelt; alternate universe) 
          
          5. Empire of the Rising Sun (If Xavier Salvador eliminate current leader and his loyalists, he'll replace with a new leader who has more progressive thoughts) 
          
          6. United Republic of Philippines (Alternate Universe; under new leader chosen by Xavier Salvador when provided technology and weapons to push out Spaniards to become independence and become a powerful, technocractic nation because of Xavier intervention, thus marking it as ally to Salvatia) 
          
          7. New Republic of Zeon (Salvatia would advocate their equal rights, Newtype recognition, and full independence from Earth Federation by eliminating other radical Zeon factions, and a new leader chosen by Xavier Salvador to make them allies)
          
          8. Celestial Chinese Empire (Red Alert 3 Corona Mod, a beneficial ally to Salvatia)
          
          9.  Serpent Hand (Xavier Salvador could able to convince two organizational leaders negotiate between SCP and Serpent Hand to cease hostility and provide new deals so they can be work together and allow friendly SCP entities treated fairly, thus marking them as ally to Salvatia due to Enlightened Ultraprogressive ideas)
          
          10. GDI (C&C Tiberium; Military alliance)
