Is Vos (transformers) like the Cloud kingdom from Ninjago?

I have been wondering about this for a while.  In transformers; is Vos a floating city, or a city that is on the ground and have skyscrapers everywhere?

    There is a cute Transformer fanfic called “Lost and Found”, by Kenya Starflight.   It’s in fanfiction.net

    If there is someone that wanted a Transformers Animated fanfic recommendation.  Then, you should read the fanfic called “Heir of the Empire”, by jedipati.  It is in Archive of Our Own.  It’s pretty good to read.
