Clothing clues us in to a lot of things.
It can ground us in time and place, for instance. Are they wearing jeans? Kilts? Trousers? Robes? Gis? Are they in uniform?
It can tell us about their socio-economic status: is the clothing ragged? dirty? worn but tidy? brand-new?
The material it’s made of tells us about climate, economy and technology (Wool? Linen? Silk? Synthetic?).
What else are they wearing that can clue us in: bling? weapons?
Whether weapons are hidden or in plain sight suggests something about laws. Or, weapons in plain sight may say they're trying to intimidate and feel they won't get caught. Hidden weapons says a character knows what signs to look for and where.
Again, make it just a few details added into the action.
