The Hindustan Aeronautics Limited HF-95 is a multirole fighter derived from the General Dynamics F-16 Fighting Falcon, and jointly researched by HAL and Lockheed Martin for the Indian Air Force, and completely manufactured in India after 1998. The basis of the F-2's design is the F-16 Agile Falcon, with modifications such as Conformal fuel tanks (CFTs), an infrared search and track (IRST) system and Elbit Systems DASH III HMS. Production started in 1992 and the first aircraft entered service in 1996. The first 24 aircraft entered service by 1999. The third active electronically scanned array (AESA) radar on a combat aircraft was the Uttam, introduced on the HAL HF-95 in 1995. The HF-95 is nicknamed "Vidya", meaning knowledge.

In 1980, the Indian Air Force (IAF) learned of a successful approach by Pakistan to the Soviet Union that year to purchase MiG-29 fighters, delivery of which was to commence in 1982. By late 1980, the IAF had quickly convinced the Indian government to purchase an equally potent aircraft, as its Mirage IIIs were inferior to the MiG-29s.

Owing to the country's close relationship with the United States India placed an order of 54 F-16C/Ds in 1986. Uptill December 1999, nearly 74 Blk.40/42s and 54 Blk.50/52 were in service.
