In this AU, Canada, IDC, the City DC (who I'll refer to as the district) and Puerto Rico also exist
They're most likely the ones who dared DC to go in and all four have different reactions to him saying there are ghosts
IDC straight up doesn't care, she even goes in occasionally and talks to the states like they're still alive. She's disappointed that she can't take pictures of them but knowing they exist is good enough for her
Puerto Rico and The District are amazed by it. They often ask questions to the ghosts about their lives and firmly believe they'll end up there when they die, which obviously won't happen unless they actually become states
Canada visits the ghosts but refuses to acknowledge them as ghosts. She doesn't believe in them and will usually call them 'Supernatural beings' or 'Spirits'. Either way, she helps a lot of the ghosts deal with the trauma they experienced before they died
