Izuku despite having an IQ of over 400 he's still quirkless and upon All Might telling him he can't be a Hero he decides to put his intelligence to good use by creating the Power's based on his favorite comics... The Speed Force.
(Before we start I want to address the comments about Izuku erasing Katsuki's Life and then going to be a Hero
The reason I thought was obvious but I suppose it wasn't
At that point in Time The Negative Speed Force was effecting him causing him to that hence why The Next Chapter The Negative Speed Force fully manifested because it was already bubbling to The Surface

It's been several Days sense the last chapters events in during this Time Izuku has been trying to Find Izuku but coming up with nothing
Wally: Find anything?
Izuku: Of course not!! He's disappeared!!
Wally: Can't you track his Speed Force signature?
Izuku: Do you think I haven't tried that!?! He's found a way to my Speed Force tracking!!
Wally: Calm down Izuku... We have plenty enough Time to find Him
Izuku: (Sigh)... No... We don't...
Izuku gets you from his Computer
Wally: Where are you going?
Izuku: I'm going for a Run around The Track...
Izuku Speeds off
Izuku starts Running and Running to a Dangerous Speed
Cortana: Boss Stop!! Your body don't be able to handle these Speeds!!
Wally: How fast is he going?
Cortana: He's going Several Million Times The Speed of Light!!
Wally: WHAT!?! HOW!?!
Cortana: I don't know!! But you need to stop!!
And suddenly
Izuku: AAAAAAAAAHHHHHHHHHHH!!
Izuku crashes to the ground causing Wally to Speed to Him and get him to The Medical Center
And once Wally gets a good look at him he sees the entire left side of Izuku's Face is burned Badly
Wally: Cortana?
Cortana: The Neutral Speed Force couldn't Protect him from that High Level of Speeds and so...
Wally: Friction...
Cortana: Yeah...
Wally: Will he Heal?
Cortana: Never fully... There will be Scar for The Rest of his Life...
Izuku starts to wake up
Izuku: (Groan)...
Izuku tries to sit up but is pushed down by Wally
Wally: Stay down Izuku!! With The Pain you must be in I don't know how your even conscious!!
Izuku: I'm stubborn...
Wally: Heh... Yeah...
Cortana: Boss... We're getting a Call...
Izuku: (Groan)... From who?
Cortana: Katsuki...
Izuku's Right Eye bursts open
Izuku: Put... Put him on...
Cortana answers The Call
Izuku: Ka- Kachan?
Zoom: So I'm Kachan again huh?
Wally: Zoom...
Izuku: What do you want?
Zoom: I have Momo...
Izuku tries to sit up being pushed down by Wally again
Zoom: You have 30 Seconds to find me and Save Her... 30... 29... 28...
Izuku: I've gotta go!!
Wally: Stay down!! I'll go!!
Wally Speeds off
But Izuku ignoring Wally and Cortana gets up and Speeds off
Cortana: BOSS!!

After running around The City trying to find Katsuki
And after about 15 Seconds he finds him but as he already shoving his Hand through Momo's Heart
Izuku: NOOOOOO!!
Izuku runs towards Katsuki but by The Time he reaches him Katsuki is already pulling his Hand out of her Chest
Katsuki then drops her with Izuku catching her
Izuku: NOOOOOOOO!!
Zoom: Your feeling The Pain now aren't you Deku?
Izuku looks up at Katsuki
Zoom: That's it... Feel The Rage... And maybe you'll feel a fraction of what I feel
Izuku: (Shaky Inhale) (Shaky Exhale)...
Izuku eyes start Glowing Red which scares Katsuki but he hides it
