By 3089, planet Earth has been reduced to a molten slop. The atmosphere has become unbreathable, toxic smog has filled the layers of the planet, and the planet has become one vast garbage dump of waste and poison. Project Inspiron has been assigned on Earth to supervise the clean up of the planet by disposing of the junk into space by an economic system of helping dispose of all the junk on the planet. A small, unlucky body of men has been selected to complete the task. Food production has also been revolutionised by recycling methods to help sustain life on Earth. Survivors of the Earth seek to break in and cause tension within Project Inspiron. Their ways of infiltrating the grounds of the complex bring about a threatening situation to the crew of Project Inspiron at the same time when the Doctor and Ace arrive. The answer to the sabotage and interference from the outcasts comes about with the advent of the Mondasian Cybermen. At first, their intentions are positive for the future of mankind.
