It is an Alternate Reality, where vampires, were-animals of all kinds (called lycanthropes) faeries, trolls, and pretty much all the creatures from fairy tales not only exist, they are legal United States citizens. Vampires, after lengthy court battles, have "come out of the coffin" and are (mostly) accepted in everyday society. But, like the lycanthropes, are limited in their jobs. Faeries aren't punished by the US Government, they are turned over to the Ruler of their Court, either the Seelie Court or the Unseelie Court, in accord to an agreement made with Thomas Jefferson when the US accepted the Fey. The United States is the last country that the Fey may legally live in, as long as the two courts don't go to war, magick is not intentionally used on humans, and the Fey do not set themselves To be worshipped as Deities. Lycanthropes generally keep their other nature hidden from society, because of the stigma they face. The general public has been known to have very bad reactions to lycanthropes, especially doctors, teachers, police etc. that catch lycanthropy.
Although supernatural creatures are legal citizens, not everyone accepts them. And they are not subject to traditional legal punishment, arrest, jail, trial, prison, etc. When a supernatural creature is accused of, or suspected of, breaking the law a Warrant of Execution is given to a Federal Marshal with Vampire Execution training, without needing a trial or solid proof of wrongdoing. ------------------------------------------------
