Alec Wallace just wants to finish his thesis on how crime rates have fallen in Britain in the 2020's, never expecting that he'll meet Louise who shares with him the wonders and the passions of the latest in neuroscience. Neither realises they are becoming a threat to the government's biggest secret. While they battle to understand the full implications of that secret, they face up to such conundrums as free will, the ethics of prisoner reform, how to deal with home-grown terrorism, the politics of otherness, and the terror of the void. And in the end, they discover the burden and the possibilities of consciousness.
