Penelope being an Army nurse stationed at the same camp as Bucky during World War 2, she watched him day in day out from a distance, admiring him. Little did she know, he was watching her too. So when Bucky's report comes in as Killed in Action after a mission with Steve Rogers, she can't accept it. She begs Howard Stark to take her out there to look without the others knowing. Shivering in the cold, a blunt object hits her in the back of the head and she's dragged into Hydra's base. She gets frozen along with Bucky. Years later, after the fight with Steve as the Winter Soldier, Bucky's mind is plagued with nothing but a name: Penelope Vegars. He needs to find her. He needs to see her again
