So already, step 2. I do these lighter colored bubbly things inside the base, usually two ovals next to each other. No real pattern, but go with what feels good. I lower the opacity, then... please follow me, I use the base color and a soft brush to make a kind of fade on the bubbles... like this

Step 3 More, lighter bubbly things inside the bubble things. Almost white but not really. Add them where you want. Then I lower the opacity down to about 35%.

Step 69: Shading I used a purplish color to shade. Depending on where your light source is, your shading will differ Let's say the light source is here...

You would probably shade opposite to where light is shining. Or not, I dunno how water really works. I do aesthetic ((: Don't worry about making the shading too dark, just get about where you want it to be, the turn down the opacity. I went to 80%

Step 5: Shines💖 Nows the fun part, at least for me. Using white, make little shines where you think the light would reflect the most. Don't worry about going over the previous bubbles. I think it adds dimension.
And boom, you have something that resembles water kinda.

Ok, 1 I duplicated the shine layer, lowered the opacity and shifted it over some just to add a little something more 2 I used the soft brush to brush white on the edges to make it brighter (this can be applied to all blobs) And 3 Probably for procreate users only but there is a literal water brush, so I brushed over the blobs and lowered the opacity
