Appearance: He has wild curly brown hair that he refuses to brush, brown eyes, dark (can almost be mistaken for tan) skin, wide-framed glasses, a scar on his hand from cooking with his mom at a young age, long limbs, and a strange birthmark on his calve that looks vaguely like a rabbit. His eyebrows are bushy and his nose is slightly crooked from him breaking it in 9th grade, and has acne scars on his shoulders and back.
I like how you humanized him with acne scars and flaws However I think you could add more detail and make it more memorable. For example, describe his posture, body language, aura, build etc. Add more detail in general. Also, his design isn't very distinct. Add something memorable or distinct to his character.

I like his personality. It's punchy. However, I think you can go into further detail. Get deep into the most inner depths of his personality. What side of the moral spectrum is he on? How does he deal with negative emotions and/or pressure? How does he see the world? etc.
