For most of the meeting, Pucca wasn't paying attention to anything that the other gods and goddesses were saying. She allowed herself to drown in her own fantasy instead of listening to what her elders were going to say. Everyone else should be used to this kind of behavior from her by now.
Even if Pucca did hear what the other gods and goddesses said, it entered her one ear and then left through the other. She only came to this meeting because she was told that it was required. If Master Soo hadn't said she needed to come, she would still be slacking off at Sooga Village.
With Pucca being the youngest out of all the gods and goddesses in Heaven, her mischievous and rebellious behavior was to be expected. In human ages, she's only about six years old. Therefore, even if she paid attention to the meeting, she wouldn't be able to understand the things the adults were saying.
But she needed to come to this meeting. After all, even though she was the guardian deity of Sooga, she was also known as the goddess of weather. She was a young goddess child, and she didn't look one bit like the Buddha statues that were supposed to represent her.
However, even as a goddess, Pucca had her own master. Even though Pucca is free to do whatever she wants, that can't happen if Master Soo doesn't agree with it. Since most of the things Pucca does are of good will, Master Soo doesn't criticize her for her actions.
All of the people in Heaven are aware of Pucca's affection towards Garu, and it actually seems like the young ninja often feels her presence himself. If there was one person who can see Pucca just by believing in her, it's Garu.
Pucca grabbed her sketchbook and began drawing something instead of listening to the meeting, just like most kids at school. Instead of just listening to what others are trying to say, they create their own world knowing that it'd give them much more comfort. And once they jump into that world, they wouldn't be able to focus on the reality presented to them.
Her pencil began swaying gently against the soft surface of the white paper used to create her sketchbook. If she were to be too hard on the paper, it would be torn apart and the drawing would be ruined.
Although Pucca had lived for thousands of years, she's only six years old in human ages. Gods and goddesses weren't born from stomachs of women or from the womb of a female. They are born directly from the Tree of Life. When Pucca came of age, she was assigned to become the guardian deity of Sooga Village.
She watched over people from generation to generation. There wasn't a god or a goddess for Sooga Village until Pucca came along. But throughout the years, she never had a single interaction with any of the villagers.
Being a goddess sounds like it has it's advantages, but when Pucca is asked about whether she feels like there's more to life than just watching other people from the sky, she always answers with a "yes". People in Sooga Village say that the weather depends on the mood Pucca is in, so whenever it rains, they offer her gifts to cheer her up.
She wasn't sure how it felt to be a human, but for some reason, she wanted to be one. She wanted to interact with other people everyday. She wanted to experience life the way a human does. But according to Master Soo, being a human means becoming tainted with sin.
According to her elders, sin once came from two humans named Adam and Eve. God told them that they could eat anything they wanted, save for a forbidden fruit kept on a branch of a tree.
Adam and Eve promised not to, but then when the Devil himself possessed a snake and manipulated Eve to eat the forbidden fruit, she did as the snake asked. When Adam tried to stop Eve from eating it, she told him that it was delicious, and so the man bit into the fruit. In the end, they were both punished by God for breaking the simple rule.
