It can be found on Route 11 on White. Braviary should learn Brave Bird, Hone Claws, Rock Slide, and Strength.
Weezing
Weezing can be found in the Dream World or from another game. Weezing should have explode, memento, sludge bomb, and flamethrower.
Peliper Peliper can be found in Heartgol/Soulsilver by evolving wingull. Peliper should learn Payback, Tail wind, Hydro Pump, and Shock Wave.
Fearow
Fearow can be found in the safari zone on heartgold/soulsilver. It should learn Drill Peack, Mirror Move, Roost, and Toxic.
Pigeott- You can obtain Pigeott through evolving Pigeotto, which you can get through evolving Pidgey, which is common is Heartgold/Soulsilver, Gold/Silver, Firered/Leafgreen, Yellow/Crystal, and Red/Green. Pigeott should learn Gust, Brave Bird, Featherdance, and Aerial Ace.
Emolga- Emolga can be found on Route 5,6, and 7. It should learn Spark, Electro Ball, Double Team, and Aerial Ace.
