These aliens had money and technology, but their planet was unsuitable, so they hired a group of Saiyans to take over a planet for them. In return, they would share their technology with them. Over the years, the Saiyans also learned how to use the Tuffles' advanced equipment and became smarter and less barbaric, although they still lusted for fighting and destruction as always. They gained their buildings and houses more than likely due to the supplies they were given.

The Universe 6 saiyans were employed by the emperor of their universe, Frost, in order to fight in wars on his behalf, with the distinction of Frost starting the wars himself for a profit duping his employees in the process until his exposure as a space pirate in the Tournament of Destroyers. The houses of the Universe 6 saiyans had a more normal or old school style that looks like they were made from them rather than help from other species.

Next, there's the saiyans personalities.
The universe 7 saiyans were brutal, violent, barbaric and basically lacked compassion for others except themselves. The exception to this would be saiyans like Yamoshi, the 5 Other Pure hearted Saiyans and Gine.
The universe 6 saiyans were different, they were fighters, but not ones who do evil deeds like the universe 7 Saiyans did. But there are some saiyans who were still rowdy and all that. As seen with the gang of saiyans that work for Caulifla. They still weren't like the U7 ones. U6 saiyans are more intelligent. I'm some ways I think. We don't know all that much about planet sadala.
Now we reach on how saiyans get stronger and how they transformed.
U7 saiyans transformed from seeing the moon and becoming an Oozaru. Give or take if they had their tails or not.

The U6 saiyans lack tails and couldn't become Oozarus from looking at the moon. However, they were able to transform into something else with more ease once they obtain the knowledge of the said transformation. Which leads us to S-Cells.
Saiyans possess S-Cells with(such as Planet Earth and their native home planet Sadala compared to Planet Vegeta)in their bodies, S-Cells are what allow a saiyan to become a Super Saiyan, however most saiyans don't have many S-Cells within their bodies. While any Saiyan can become a super saiyan, they require a large amount of S-Cells in order to take on the form, saiyans who have a gentle spirit gain more S-Cells. Though, they cannot gain enough to go super saiyan through a gentle nature alone. And when a saiyan increases their battle power they steadily gain more S-Cells. Additionally a gentler environment that is easier to live in makes S-Cell production increase. Examples being Planet Earth and their native home planet sadala compared to planet vegeta. Once the saiyan has enough S-Cells, a feeling such as strong anger or sadness can transform a saiyan into a super saiyan, once a saiyan has achieved the form they can transform into it any time by focusing their energy into their back to make it tingle. A Saiyan who has a very large battle power can turn super saiyan without needing a trigger, due to their tremendous amount of S-Cells. An obvious example being Caulifla. Saiyan offspring will inherit S-Cells from their parents, this is why Goten, Trunks, and a hybrid clone like Cell were able to become super saiyans so easily.
(Though I think Cell's is more of like a further mutation).
Also, before I end this, I think I know how to explain why cabba knows the legend of the Legendary Super Saiyan, but didn't know what the super saiyan transformation was until the tournament of destroyers.
You see, I think that at the time, he didn't know much about the history of the transformation because hardly any of the U6 saiyans knew what it was either and it was rarely even spoken of. It was only after the tournament of destroyers that he started to search around for sources of knowledge on the legend of super saiyan. When he did, he heard about the demonic saiyan known as the Legendary Super Saiyan and what it's capable of. Hence why he said Kale was the next one to appear after so long.
