What if Inspector Gadget had part of his mind switched with a dog?
This is why the dog is called Brain and why he is anthropomorphic and is always rushing around to protect Gadget.
Example if Gadget dies then they'll never be able to restore him.
This is why Gadget is confused with where he is and what he's doing and, most importantly, confuses his dog with people.
Dogs don't make that distinction between humans and animals.
It was probably a big deal for Penny but she has learned to cope with her Uncle's existential split and doesn't discuss it to save her uncle distress.
Also Penny was the one who lead Inspector Gadget to this state in form by a lab accident or a failed mission.
