If you've ever played Dungeons and Dragons, then you already know that no one can craft a character as well as table top RPGers and LARPers. Sure... sometimes, you get a party full of Marry Sues, but when great role player get together magic happens.
Their secret is a magical piece of paper called the character sheet. It's also a great supplement to your outline.
Now the DnD character sheet looks a little something like this:

Now, obviously, this is for a game, so the attention to detail in the combat department is a bit overboard. For your book you don't need to know that your main character has a 17 out of 20 strength, you can just say that they're strong. Instead of a 12 charisma, we can just say that Lilith can be sometimes stand-offish when talking to people. If your character fights with a rapier in one hand and a long-sword in the other, then that's definitely worth mentioning.
So with this in mind, your character sheet should look more like this:
If you want to look at some good RPG books on designing good story characters, I highly suggest that you check out the books from Deadlands or from White Wolf Publishing, such a Mage: the Ascension or Vampire: the Masquerade.
But... If you want something a little more formal, here is my character sheet for Liz from my story Love and Hamburgers (which you can read on wattpad).
Name: LizAge: 26
Physical Description: Short, bleached blond hair, punky, thin, fair skinned
Culture/Heritage: white, mid-western American, military family
Anchor mannerisms and favorite sayings: smart phone addict, sloppy drunk, says cheesy colloquialisms like, "It a free country.", nervous when sober
Strengths: can see the future, makes friends easily, can ride a horse, physically competent, educated
Weaknesses: seeing the future sucks (psychologically), alcoholic, haunted by supernatural being, little multi-cultural exposure
Assets: Phone, clothes she's wearing
Life goals: Escape her mundane life
Immediate Goals: avoid paying rent, eat a famous hamburger, get to know Rick better/get romantically involved, stay drunk
Friends: Amy (roommate/bartender), Rick (travel companion/romantic interest), Mandy (Rick's ex girlfriend)
