With Oil Paint:

◆ First

▹yessss, when you're done with everything, merge layers

◆ Second

▹ please copy the merged layers, so that you can erase the parts that are too weird.

◆ Third

▹ Click on the filter, and oil paint.

◆ TIPS:

▹please be mindful of the settings, if you overdo it, it will be disoriented.

▹ Please remember that "shine" MUST always be Zero. Other than that, play with the settings until you're proud of it. below picture is what i always use.

◆ Fourth

▹This is what I meant by fake topaz and oil paint, heck, even topaz , to duplicate your merged layer. If you take a look the left picture, her face is a bit disoriented. I hate it. so I used a soft brush and erase her face.
