Garter is allied with both countries. The charade goes on for 2 years. Galar finds out first. The president of Galar: Loudry Tandre tells the president of Dountri: AlVino Norris.
The two nations team up to destroy Garter. They salted the fields, cut down the trees and hung the murdered Gartian president, President Hawks, on a flag pole. The nation of Garter quickly turned to tyranny, 6 months later, Galar had surrendered in the war and Dountri claimed victory. The innocent refugees of Garter had to go somewhere because they didn't want to stay in the unstable government in their hometown. The government of Dountri was already fighting over if the refugees should be let in or not. The Scalves did not want the people of the treasonous country coming in and corrupting theirs. The Claves argued that the refugees were innocent and not responsible for their presidents actions . The civil war in Dountri got more and more intense. More bloodshed every day. The Claves has more support and less casualties. The Scalves knew something had to be done. So, they made an underground room called "The Safe Haven". Everyday, someone new could be added to The Safe Haven. Everyday, Someone is brainwashed. All they know is:

I am in The Safe Haven.
Someone knew is added everyday.
The room gets bigger everyday.
