Speech is meant to be on a different line if it's a different person speaking. I.e:
"My dog ate my shoe," Frank said with a sigh. "I have to get new ones after work"
That is right!
"My dog ate my shoe" Frank said with a sigh.
"I have to get new ones after work"
That is wrong
