This is just the general layout of where the well-known residents live
here's how this map works:
The tower's layout has a spiral staircase that goes along the wall, and every floor of the tower has three doors.
Theres a section of the staircase that goes up to the next floor, followed by a flat walkway that curves with the tower's wall outside of each door covering the length of three doors, then another staircase that take you to the next floor, then three more doors with their flat walkways, then another staircase and you get the gist.
The rooms on the right of the brown line are the rooms closest to the staircase that takes you down, the rooms in the middle are the rooms in the middle of the three rooms that's self-explanatory, ad the rooms on the left are the rooms closest to the staircase that will take you up to the next floor.
Also yes Victoria's door takes up a lot of space, there are no stairs at the top of the tower because they would block the door.
The stairs stop before Gem's containment room, so actually, Uri's room is the last room that has stairs leading up to it
Rooms that are unaccompanied by stairs will still have flat wooden balcony-like structures for people to step onto.
So anyone that lives all the way up there who isn't Victoria herself picked to live there because it is inaccessible and they wanted to be unbothered.
