Because Bucky is really quite and doesn't make any noise when he walks or runs he can sneak up behind Steve unnoticed and scare the ever living day light out of him. Steve finally got fed up with the other sneaking up behind him. So to avoid that he got Bucky a bell so that Steve will know and hear where Bucky is at all times.
