She has enough hatred torward the capitol, Gale wouldn't balance her out like Peeta does.

THERE ARE NO TEAMS!!!! This isn't twilight! Okay, the whole "Team" thing doesn't bother me because of Twilight. It bothers me because, if you read the books you wouldn't be Team Gale because that would just be... I don't want to spoil anything but you would be a jerk if by the end of Mockingjay you were Team Gale. That is all. Flawless movie by the way.
