Speaking of the Soviet Union, Russia from Hetalia actual represents the Soviet Union, not just Russia. Even now he does. In the original web comic he was drawn with the Soviet Union flag which was changed for the manga and anime.
Also, the medal that Russia always wears is the Hero of the Soviet Union medal.
